The current version of Autodesk InfraWorks 360 can export, from a point cloud that is brought into it, just the points that the "Point Cloud Terrain" capability (see Image 1) identifies as "Ground" points (see Image 2)

I then compared the volumes of the original point cloud with the one that was just the "Key Points" in Civil 3D (see image 3).
The volumes generated by these two surfaces differed by only 0.04%.
The original surface contained 1,242,237 points. The simplified surface contained 6,627 points, or 0.53% of the original size. in other words, the original was 187.4 times bigger.
I believe that this workflow will allow us to create surfaces from "surface only" point clouds that are still accurate, but significantly more lightweight for terrain creation and analysis.
